If you installed from the sourceforge tarball you should be able to specify where you want the archive. If you used a .deb/.rpm packaged version, /data/backuppc doesn't sound like the right place. Try making one of the links that are failing in the logs manually as the backuppc user - you may get a better error message. As for timing - fulls do a complete read on the data on the target side for a block checksum comparison.
