#67 rotate something around something

People sometimes ask if and how it's possible to rotate
some vertices around some others in 3ds max. It's
possible, but a bit complicated workflow - needs snap,
lock and some axis-type. Therefore not many people use
it or even know about it.

Maybe it would be a much easier and intuitve approach
to have a separate tool for this. Should work in
component modes, too.
