Great suggestion. We're all *really* excited about the new Elastic Load Balancing service that's now offered as part of Amazon EC2 (http://aws.amazon.com/elasticloadbalancing/).
It's makes a lot of sense to switch over to it in the AWS Toolkit for Eclipse. It should help simplify the Eclipse plugin code a little bit (once we're able to remove the old HAProxy instance code at least), provide more robust load balancing, and should even be cheaper for customers! :-)
