The Part Description Files can not be downloaded separately. They are part of
the AVR Studio package from Atmel (only available for Windows).
But you do not need them for the AVR Eclipse Plugin. They are not even used by
the plugin. I had added the path to them in the preferences in preparation for
some future functionalities, but so far I haven't had time to implement them.
So setting the path to the part description files has absolutely no effect
what so ever.

You can download part description files from Microchip's pack server: https://packs.download.microchip.com/
Bloom's (https://bloom.oscillate.io) TDFs started out as part description files.
