The ellipsis suggests a dialog should appear, but that is not the case. If I open a molecule with MO information, the "Orbitals" sidebar get added automatically. Is that menu item some leftover, or does one need some further library/functionality/whatever to make it do something useful? I think the menu item is useful, in case the user closes the MO dockwidget and wants to bring it back, but it should be disabled otherwise. I'll put this on my TODO list.
