The original request can be accomplished with Layer(). As
for gradients -- nice idea, but I see support for that level of
control as an "all or nothing" ordeal: no sense going for one
effect here or there if we have the chance to make AVS a real
video compositing tool.
If you still want that specific feature, post to Doom9 and
perhaps someone can write a quick plugin.

the overlap should be a line to line gradient similar to the
frame to frame transition used in dissolve function.

100%overlap with variable transition point, and a definable
blend area.
