#2849 NullPointerException with Das2Server (rte_0437651749)

There's a new NullPointerException which I assumed was caused by new code which assumed there were timetags, and that the failure I was seeing was because no data was sent. Chris pointed out that there was data, so I think my fix was incorrect.

This was an old events scheme without a cache tag. The code generates a cache tag, but it was not added properly.
