A lot simpler will be to use a Hall's probe with a tiny magnet installed on the shaft's edge. The commercial governors also use the same. If you are going for optical sensor, there will problem of amplifying the signal, if your counter is edge triggered, it will again create problem as the edges will not be sharp. Though for your purpose, you can safely use an 8-bit counter with the carry bit fed to 8052 which can then communicate with the serial port.
