#6 PGSQL Inlude path patch (AuthPG-1.4)

The header libpq-fe.h is located in the standard
include path (/usr/include), so this patch just fixes
that up. At least for RHL it is, so you might need
this if you are installing on a RedHat system, though
RedHat has been known to move stuff around where they
wouldn't be normally, presumably for their own
nefarious purposes ;).
