#20 A way to view the popauth list

While working on trying to fix and verify my cyrus-
1.6.24 patch (mostly mooched from jfesler), it became
apparent that it would be nice to be able to view the
full list of addresses/users in the popauth cache for
debugging purposes of this nature.
