#143 Associate the .TLP file extension with Tulip

After installing Tulip 4.6.1 on Windows my users have to manually associate the ".tlp" file extension with Tulip.exe

It would be nice if Tulip created that association for the user at installation time.

Furthermore, in 4.6.1 I cannot seem to manually create the association to "Tulip.exe" where this was possible in 4.6.0. That is inexplicable to me however so I am concerned this latter issue is on my end.
