#710 tulip and proxy

Tulip is not able to connect to the Internet when using it behind a proxy (and when there is no other way to connect to the internet). I tried the web import plugin, google map view (in release mode) and the facebook plugin.
There is also no way to set a plugin in the plugin center (and the plugin server URL are not valid). The tulip headlines are never downloaded
