#608 Option --break-blocks separates preprocessor code too

When using --break-blocks or -f, astyle inserts empty lines for padding even when the statement was surrounded with preprocessor statements:

#ifdef MY_SYMBOL
// This is a comment
if (condition == true)
    do_something();
#endif

becomes:

#ifdef MY_SYMBOL

// This is a comment
if (condition == true)
    do_something();

#endif

Even if I can't strictly call this an error, there should be an option to not apply padding to preproc.
