#20 CAT008/034 not decoded correctly

Decoding of CAT008 field 034 doesn't seem to move past the REP field after reading it. For example if the first byte is 3 for 3 vectors then it doesn' appear to move past that byte and uses 3 again for the start range of the first vector. I have attached a picture of the decoder as an example.
