On my system, 1.0.9 on Linux RH 7.0, this setting blocks executable attachments in all cases EXCEPT on a message I'm sending to myself. (To and From are exact match, and I'm on a trusted relay, as well as whitelisted.) I am currently in test mode. (No support yet to drop spam on floor - soon I hope.)
