Many people expect email to be a guaranteed service, it never has been and never will. If you want guaranteed communication the phone or real life works very well. If an email can't be delivered you first get a temporary failure, so users ARE notified in way less than 24 hours. If they can't properly interpret a (temporary) delivery failure, well then I wonder what the hell they are doing having a job involving the use of computers.
