[Assp-user] PB-extreme for authenticated user caused by LimitingIPFrequency

here is something suspect

I thought authenticated users can do anything - but now I learn:
anything but sending a lot of mails?

We sended a large number of mails over Outlook, after the 10th we
reached the penalty limit like it is configured at this site.
