too bad Limiting domain/ip is gone too.  Using that set to 20 (or higher,
depends on your server load) it's useful to detect and stop spambot attacks
that easily reach hundreds of different IPs in few minutes.

And I was the first to report the problems, so I know the limits of that
approach. But if you set it high enough, whitelist yahoo, hotmail etc
servers and respect the whitelist, it's really a useful check

So my suggestion is to put it back in final +2 with different defaults.
