That would be strange
RBL before delaying works.

I have to ask what was checked before and now:

Early Sender Validation Test Mode
Validate local HELOs
Validate sender addresses

Enable Realtime Blacklist Validation
Whitelisted RBL Validation
RBL Validation before Delaying
