#43 Compilation error on MacX / CLANG

The code/STEPFile.h file does not compile on CLANG, it gives the following errors:

use 'template' keyword to treat 'To' as a dependent template name
use 'template' keyword to treat 'ToPtr' as a dependent template name

Attached is a fix that adds the template keyword at the desired place.
