In your settings.xml, there are only your internal plugin repositories =
defined but not the central repository. This probably explains your =
problem.

artifactory is running.

if the plugins/jars are already in repository (initial upload from local
repository) then it works OK.

plugins which are not there:
like maven-surefire ... they cant be found.

plugins which are in the central repo. (i have it in my artifactory =
config) see config files attached

artifactory conf
http://www.nabble.com/file/8038/artifactory.config.xml
artifactory.config.xml=20

local maven conf
http://www.nabble.com/file/8040/settings.xml settings.xml=20

the goal is:
local user only goes to organisation repository.

As suggested in another post, I deleted the files in local-repo.
mvn -U also doesnt help.
