There is a tag in the artifactory.config.xml for remote repository called
socketTimeoutMillis. It is for each remote repos.

I know it's hard to read, but here is the xsd:
http://www.jfrog.org/xsd/artifactory.xsd
If you use a good XML editor you should have code completion and
documentation directly from the xml editor.
