Depends on how much downtime you can tolerate and what your workflow looks like. Exporting your old repositories (or a complete system export) and importing them on the new server would probably be the best way, but you may need a bigger DT window depending on your repo sizes. You also might need to upgrade to an intermediate version (I'm not sure, but 2.6 to 4.x is a big jump, so triple-check the upgrade compatibility guides on jfrog's site.) You could also just replicate the data from the old system to the new system, then use a brief maintenance window to switch IPs or DNS names. You'd have to manually redo all the virtual repos, permissions scheme, and other config though.
