#188 [ART] Update/change rich text editor

ART currently has a rich text editor which is purposely kind of bare bones. This also means we cannot support features like:

• Add arbitrary links to external sources like a wiki
• Add images
• Add links to parts in the project e.g. from release notes to issues that were solved in that release, or to templates/value sets/concept/transactions etc.

I personally like the way Wordpess has both the WYSIWYG view and the markup view, but I'm open for any alternative that allows Joe Average todo simple formatting, while Joe Advanced may tweak in a more sophisticated way.
