#264 Use tile ID for different types of collison

If we used tile ID on the collision layer we could add multiple types of collision: objects such as rivers or crevasses that can be shot over with arrows for example. We could also then use Tiled to add server.entity.mapstuff.area.WalkBlocker instead of XML.
