#5805 Mrotho only sells single power arrows

Hi,

I tried to buy 5 power arrows from Mrotho in Ados Barracks, but he only sold them one by one:

Interesting he doesn't seem to recognize 4 and 5 but anything above and below that registers.

Um this is looking like a pretty substantial oversight. None of the merchant NPC's will recognize these specific quantities.

Tried the barmaid, Ados mayor, and the arrow seller in Semos.
