I see the same thing on Plone 4.0rc1 I have a product installer for Plone 3.3.5 and I don't see this error with it. It'd probably help to be able to see the relevant part of your setuphandlers.py code, ie the installRelations method near line 40. As a general comment, before you run ArchGenXML each time, do you completely wipe the target directory? I've been caught out a few times by not doing this. AGX can be used to update an existing Product so it is careful to leave alone any existing stuff that it doesn't directly need to change. If you haven't changed any of the code generated by AGX, you can safely just wipe the target directory completely and I believe it would be good idea to do that.
