Please check carefully that you really have a 'debian' backend in your
apt-proxy.conf.  Something like:

add_backend /debian/                                \
      $APT_PROXY_CACHE/debian/                      \
      http://server.name/path/

Post your apt-proxy.conf if you have problems.
