The whole purpose/promise of fleet is to be able to stretch the dollar...
sicne our planning phase breaks plans into phases... each phase is coehesive in its onw tasks... it makes sense to carrry the same conversation context while we ar ein that phase... new tasks leverage from the carried context.

However it is also impotant to start afresh in every new phase. this way context remians small.

Also reviewers should start with a fresh context every time.. feedback.md is already carrying the memory of the past reviews.
