Deletes dashboard/src/api/merge.ts (and the now-empty api/ directory), which is dead code with no consumers in this repo.

Its three import dependencies — json-store.js, config.js, and llm.js — never existed in this repository; the file could never have been executed.
The dashboard/ directory is fleet UI infrastructure. A PM-task-server merge API has no business being here; it belongs to a separate task-server project.
No other file in the repo imports from dashboard/src/api/merge.ts.
