1. Allow steps to be skipped in a Wizard
2. Ensure cms/service url for streaming files and
images does not get created and cached with an
application context
3. Enable bebop applications that use a
BebopApplicationServlet (ones where the page is
created programatically rather than using jsp pages)
to disable client/midleware caching
