Summary: Tidy up portal groups

Initial Comment:
Foolow on from patch 1593462 that introduces container groups. This patch includes an upgrade to create a container for portal workspace groups and sweep existing groups into it so they are not all listed at the top level of the group admin tree. Patch also amends code so that future workspace groups are put in the new container group. 

Requires execution of ccm upgrade ccm-ldn-portal --from-version 6.5.0 --to-version 6.5.1
