Add following menus:
Edit >> Comment
Edit >> Uncomment
Edit >> Format

These features must be document type sensitive. For example, comment in java document will use '//' and for html document '<!-- >' should be used. Uncomment can look into these chratcers in selected text and remove them.
Formatting also must be document type sensitive.
