The only answer I can give is the answer an Enron accountant gave when

seriously, we've gone through many iterations of what is and what is not
an attachment I must admit I lost track. Peter van Hoof from the
Gnome/NIE community claims that the only real criterion is "Every MIME
part with Content-Disposition: inline is a part of the message,
everything else is an attachment". We don't follow this rule so we can
just as well invent our own.
