I released 10_02 last night with this change.

I'm going to scrap the existing Makefile.PL voodoo which doesn't work so 
well and steal the one from Apache::SizeLimit for 10_03.  Tuits are 
starting to free up and I'll be hacking on this and Apache::Reload in 
parallel.
