[Apache-dispatch-devel] Hacking update

I've managed to get some basic functionality working over the last few 
days.  Having a problem getting the apache-test server to start but its 
probably my wacky laptop config, I've been debugging by starting the 
server in single mode and telnetting to it.

Should have a first working a2::d checkin this week at some point (not 
sure if the filtering will be working at that point.)
