#3 Resizable Name, Description and Comments Fields

In the Scripts and Plugins Manager, have the Name,
Description and Comments fields be resizable between
each (with slideable horizontal spacers), such that
they are (with a slideable verticle line-spacer)
between the combination Tabbed Manage/Update/Install field.
