I committed a slightly different patch that only quotes when there is 
an embedded space so that there is no changed in the .rsp file for the 
typical case.  I would have filed a bug report, but the SF site is down 
for maintenance.  Some people have to wait two years for fixes, you 
only have to wait a couple of hours.  Let me know if it fixes your 
problem.
