Unfortunately we have problems with Sourgeforge server and you need to fix it using this How To http://darwin.di.uminho.pt/anote2/wiki/index.php/KnownProblems:RepositoryManager

After that you should look at http://darwin.di.uminho.pt/anote2/wiki/index.php/Machine_Learning_biotml and see How to Install the plug-in
