This problem only seems to occur with a new dawn. During a game, various buildings and govt. choices will produce ridiculous amounts of espionage points which are obviously some kinds of overflows..For example, in the game I'm currently playing the Bazaar in my capital is producing over a billion espionage points (which I determine by hovering over the building name in the city screen) while another bazaar in another city is rightfully not producing any. Similarly, the description for monarchy (on the civics screen) says that monarchy will add over a billion espionate points to walls, high walls, and castles..
Interestingly though, things which are supposed to provide espionage points and bonuses do so properly..Courthouses only add 2 points, and Jails do +4, +25%...
This problem does not occur in other mods on my install..But I am running CIV4 on Linux through CrossOver..Everything else in the mod seems good and stable, no crashes or strange behavior.
I have a similar issue. I assigned 5% /turn to Espionage and points were accummulating . Sometime later (?), I looked up at the table and Espionage had completely disappeared. However the F9 shows it still accumulating. AND 2.62
