#2 Slow copying files are sent before copy completion

From Phoenix:
We've run into an issue with the merchant transport
service where the service will send a file to amazon
before it is completely copied over to the outgoing
directory, causing the file to error out during processing
at Amazon. Error being generated is for missing xml
tags, ie, the file is being cut off at various spots.

A workaround suggestion. Perhaps you could post a not .xml
and .txt file extension. Since the AMTU just reads .xml or .txt files.
And then after the file is complete on the outgoing folder you
could rename it to the right extension.

This is how we have solved it for most merchants for now.
We're collecting requirements for the next release which will
be commenced once Axis 1.2 comes out of RC status. At
that point, we will definately look into this issue, though its a
tricky one since Windows does not tell us when its finished
copying a file, it just gives us a partial.
