Hi! I don't use Windows so this is based on understanding from Linux. CKDIV8 fuse set? AVR8-burn-o-mat is nice Java tool, uses avrdude. I use it to show what fuse values I want. Makefile has also fuse setting and target to program them. If Amfort assemblies without warnings or errors it should work. and if AmForth works and serial doesn't it is timing problem. And if it isn't timing problem it is hardware problem. If problem is CKDIV8 serial should come up at 4800 baud. If you have oscilloscope and ATMega16 provides clock output, enable it and measure. Hopefully these ifs help somehow.
