Yes (unless sending DSN is squelched for other reasons).

There is nothing special about envelope-from=3Denvelope-to,
people (or automated applications) often send such mail.

Yes, unless spam level is above $sa_dsn_cutoff_level
or $final_spam_destiny=3DD_DISCARD;
