 We used to have a system whereby on a daily basis, a mail
would be sent to each user summarising all the suspected
spam destined for the user's mailbox that was
"quarantined". The mail would list the subject, sender,
date's and provide a link which the user would use to
have a specific mail, which he deems not to be spam, to
be sent to his mailbox.
 In short, we let the user decide for himself instead.
