What steps will reproduce the problem?
1. go to "setup/directories"
2. select a folder
3. click change permission, and change owner or permission setting

What is the expected output? What do you see instead?
file or folder should now reflect new owner/permission

What version of the product are you using? On what operating system?

    Please close this issue. I just realize the file system used is NTFS. Permission will not work.

    It is possible to identify the filesystem type where a directory lies-on, and only allow changing permissions on ext2/3/4 filesystems.

    Filesystems are now checked to see if they are ext2, ext3, ext4 or NFS.
