Toby,
      I think the problem you are having is the irq you are using for the
card, try it at irq 10. From what you have described just about every other
card that is on the pci bus has priority over the delta card (irq priority
is not in number order, 9, 10,11 highest available for use - from memory).
If the graphics card is on the PCI bus see if you can get a AGP card, as
most video cards on PCI are bus hogs (I would of thought the card would be
on irq 9???). good luck

also try planet ccrma

failing all that you could try 'irqtune' on your linux box at least.
