Probably, most spdif on PC seems to be 48kHz, the only exception that
I know about is the CMedia 8738 apart from the more expensive stuff
from M-Audio and the likes. Basically true ac97 does not do anything
but 48kHz, afaik.

Scary thing is that most people does not even make out the
difference...

I do not think that the Alsa CMedia drivers do 32kHz, but at least
there's hope, since the chip does.
