There is an addon package for Allegro called ALEX (ALlegro EXtras) that adds
tiled map functionality to Allegro along with a few more things. This uses
WGT's wmp and spr files, but you will have to download WGT to edit maps
(there's a link to Egerter Software (makers of WGT) page on the AEX page).

I haven't tried it, so I don't know how good it is, and the web-page hasn't
been updated for ages, so I don't think it's being worked on anymore.
