I don't remeber if I saw any tutorial about menus. But creating one is not any hard. You may look at some games sources for their menus codes. You can find some of these games in the allegro.cc site (http://www.allegro.cc/). To create the menu, just draw it on the screen (accounting too the "which option is now selected?" thing). Then create a loop which keeps reading the mouse and/or the keyboard to change the option and redrawing the screen. Doing it by keyboard is easier, but anyway using the mouse in not hard. But if you're thinking about loading a BMP and putting it on the screen as your menu, this normally is a good idea. By the way, try www.allegro.cc forums.
