I don't know, I vaguely remember that some ancient graphics card Shawn
Hargreaves was using back when he created Allegro had it fixed as
transparency color. And later nobody saw a reason to change it.

[In Allegro 4.3/4.4, this likely will not be the case anymore. There we
also will have full alpha channel support, so source images could just
use real transparency.]
